Public Decision-Making Processes and Asymmetry of Information

— y.
Publisher: —
Description: The issue of asymmetric information and public decision-making has been widely explored by economists. Most of the traditional analysis of public sector activities has been reviewed to take account of the different incentive problems arising from an asymmetric distribution of relevant information among the actors of the public decision-making process. A normative approach has been developed, mainly employing the principal agent paradigm to design incentive schemes which tackle adverse selection and moralhazard problems within public organizations. Still, this analysis is under way in many fields of public economics. However, a debate is ongoing on the theoretical limitations of this approach and on its relevance for the actual public sector activities.Public Decision-Making Processes and Asymmetry of Information encompasses different contributions to these issues, on both theoretical and practical areas. The innermost problem in the current discussion arises from the fact that this… [detailed...]

Public Dollars, Private Stadiums: The Battle over Building Sports Stadiums

— y.
Publisher: —
Description: This book provides an eye-opening account of recent battles over publicly financed stadiums in some of America?s largest cities. The authors? interviews with key decision makers present a behind-the-scenes look at how and why powerful individuals and organizations foist these sports palaces on increasingly unreceptive communities. In the face of studies demonstrating that new sports facilities don?t live up to their promise of big money, proponents are using a new tactic to win public subsidies? touting intangible `social` rewards, such as prestige and community cohesion. The authors find these to be empty promises as well, demonstrating that new stadiums may exacerbate, rather than erase, many social problems. Public Dollars,Private Stadiums should be read by everyone with an interest in the future of sports and our cities. [detailed...]

Public Economics in Action: The Basic Income/Flat Tax Proposal (Lindahl Lectures on Monetary and Fiscal Policy)

— y.
Publisher: —
Description: This book surveys recent developments in public economics by studying the proposals for a basic income/flat tax scheme. It discusses various approaches to taxation and presents a framework for a system which would affect both personal income and the social security system, replacing the one by a flat-rate income tax and the other by a guaranteed income. The idea has generated wide interest in a number of countries, and is being actively discussed by a number of political groups. This book explains how these changes would benefit a wide variety of social groups, but asks how a single reform can meet the very different objectives of different supporters. [detailed...]

Who could resist the chance to eavesdrop on their reflections? Certainly not anyone who cares about the role of government in modern society.` -- Robert M. Solow, Institute Professor Emeritus, MIT In this volume, based on a week-long symposium at the University of Munich`s Center for Economic Studies, two leading scholars of governmental economics debate their divergent perspectives on the role of government and its fiscal functions. James M. Buchanan, who was influential in developing the research program in public choice, concentrates on the imperfections of the political process and stresses the need for rules to restrain governmental interference. Richard A. Musgrave, a founder of modern public finance, points to market failures and inequities that call for corrective public policies. Description: The sixteen essays in this book were written to celebrate the ninetieth birthday of Richard Musgrave and to commemorate the tenth anniversary of CES, the Center for Economic Studies at the University of Munich. Musgrave is considered to be a founding father of modern public economics. He belongs to the intellectual tradition that views government as an instrument that can be used to correct market failure and to establish the society that people want. Although his work fits within the individualistic framework of modern economics, he also draws on principles of moral philosophy. The essays take stock of and extend the theory and practice of public finance and public policy. They address the evolving role of government and the welfare state, the interaction between taxation and markets, the future of pension and health care systems, and international tax issues and fiscal federalism.
