Private Participation in the Power Sector in Europe and Central Asia: Lessons from the Last Decade (World Bank Working Papers, 8)

— y.
Publisher: —
Description: This study reviews the electricity sector experiences during the 1990s of four countries that are candidates for EU accession (Hungary, Lithuania, Poland, and Turkey) and six former states of the Soviet Union (Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Tajikistan, and Ukraine). Lessons are drawn from these case studies as well as from Russia, Romania, Armenia, and Albania. The study provides four key lessons relating to: (a) the overriding need for comprehensive commercialization of the sector before reforms are attempted, (b) the need to adjust tariffs to cover costs of supply and to de-politicize tariff setting procedures, (c) the need to select market structures appropriate for each country, and (d) the need to protect the targeted poorer consumers from rising costs. Good practices are identified. An action agenda is outlined, in light of the declining interest of strategic investors in emerging markets. This book is published as #8 in the World Bank Working Paper… [detailed...]

Private Pensions and Public Policies

2004 y.
Publisher: —
Description: Book DescriptionThe private pension system, together with Social Security, has provided millions of Americans with income security in retirement. But over the past thirty years, pension coverage has stagnated, leaving behind some vulnerable groups. Defined contribution plans have exposed workers to greater investment risk, while cash balance and other hybrid plans may have adverse effects on older workers caught in the transition. Pension regulations, infamous for their complexity, can be bewildering to policy analysts and policymakers. Private Pensions and Public Policies sheds timely and much-needed light on specific issues within the broader context and framework of pension reform. Contributors focus on topics that must be addressed in any reform effort, including the effects of the shift in emphasis toward defined contribution plans (after the 1974 Employee Retirement Income and Security Act) and hybrid plans (from the 1990s), regulatory issues such as… [detailed...]

Private Perry And Mister Poe: The West Point Poems, 1831

2005 y.
Publisher: —
Description: Book DescriptionWriting poetry and inspecting artillery bombs for the army do not seem like compatible endeavors, which is perhaps why many biographers and critics have overlooked Edgar Allan Poe?s stint in the military, dismissing it as an odd aberration in his literary career. William F. Hecker, however, is in a unique position to appreciate the influence that military culture and training had on the young poet. A professional artilleryman and a Poe scholar, Hecker offers a lively, nuanced account of Poe?s experience as an enlisted soldier and West Point cadet and relates it to his writing, especially his Poems (1831), presented here in facsimile for the first time since 1936. Military service appealed to Poe?s romantic sense of adventure, and in 1827 he joined the army under the name Edgar A. Perry. He rose quickly through the ranks?most notably learning cannon drill?but suffered as a social misfit in the field and at West Point, where legends about a… [detailed...]

Private Places : Photographs of Chicago Gardens (Center for American Places-Center Books on American Places)

Publisher: —
Description: Book Description `A garden has this advantage, that it makes it indifferent where you live. A well-laid garden makes the face of the country of no account, let that be low or high, grand or mean, you have made a beautiful abode worthy of man.` Thousands of Chicagoans have taken Ralph Waldo Emerson`s words to heart, and they have shared their `beautiful abodes` with photographer Brad Temkin. His Private Places offers an intimate glimpse into the personal gardens of Chicago residents, exploring how they carved out these quiet spaces of flora and greenery in the cityscape of concrete and brick. Temkin`s camera lens captures the lushness and vibrancy of these backyard gardens, roving over the diverse natural and artificial elements contained in each. His images chronicle how gardens are safe havens for these city dwellers, places where they can read, meditate, relax, and enjoy the experience of working with the soil and its fruits. Temkin notes, `The small gardens have… [detailed...]

Private Rights in Public Resources : Equity and Property Allocation in Market-Based Environmental Policy

2003 y.
Publisher: —
Description: Book Description `Privatizing` public resources by creating stronger property rights is an increasingly popular environmental policy option. While advocates of these `market-based` approaches tend to f5ocus on their efficiency and ecological implications, the policies also raise important considerations of equity and distributive justice. Private Rights in Public Resources confronts these ethical implications by showing that, despite their limited attention as subjects of academic study, equityideas have long had an influence in environmental policy. It argues that equity issues should be considered more explicitly in both the analysis and formulation of environmental policy. Leigh Raymond investigates equity norms through original studies of two important environmental laws, the Acid Rain Title of the 1990 Clean Air Act Amendments (CAAA) and the 1934 Taylor Grazing Act (TGA). He reviews legislative records, administrative documents, and interviews key policymakers…. [detailed...]

Description: Leigh Raymond investigates equity norms through original studies of two important environmental laws, the Acid Rain Title of the 1990 Clean Air Act Amendments (CAAA) and the 1934 Taylor Grazing Act (TGA). He reviews legislative records, administrative documents, and interviews key policymakers. Confirming that much of the debate in the two programs centered on the equity or fairness of the initial allocation of property rights, he then uses the theories of John Locke, Morris Cohen and others to build a framework for identifying the competing norms of equity in play. Raymond`s study reveals that, despite the different historical and ecological settings, the political actors in the two cases struggled to reconcile similar arguments--and were able to achieve a similar synthesis of conflicting ownership ideas. He notes that the prominence of equity arguments in the debates and decisions about allocations contradict traditional views that the TGA and the CAAA simply `grandfathered`… [detailed...]

Description: Book DescriptionThis fresh look at how the EMU came about, challenges a number of well-established intergration theories. It shows that European integration is not only the work of governments and supranational institutions but the result of more subtle processes involving the emerging European civil society. The model on the power of ideas suggested in this book is applied to the work and impact of the two NGOs but has explanatory power for the process of European integration which goes well beyond the limits of this empirical study. This book will interest students, researchers and policymakers with an interest in Europe and its monetary union. [detailed...]

Major theoretical approaches, such as the property rights theory, the principal agent theory, the Austrian school of economics and the public choice school, stress the superiority of privately-owned over state-owned companies without addressing how corporate performance should best be measured. With problems existing with standard measures of corporate performance, another method, namely factor analysis, is applied in this volume to best compare the two states. [detailed...]
